Apparently there is a new patch for Waterloo dated 10 July 2020, see here:

However it isn't listed on the updates page which still has 1.08. So I sniffed around and found that it is on the servers, just go to
https://s3.amazonaws.com/JohnTillerSoftw...8a_upd.exe instead. Fixes the ammo bug according to the readme...

- Fix for leader causing an over stacking error.
- Change so that disorderd units which fail the Threat test become routed, when the Movement Threat
