Normandy '44 Allied supply values

If I recall correctly, it remains 25% throughout the game. I suppose to model the ongoing Allied Supply issues. I believe the recommendation is to use explicit supply with the campaign games to better model these sorts of things, but I am responding out of memory, so I may be misspeaking.
