cleaning rubble in Normandy 44

I am not sure if it is a bug. I suspect it is intentional but poorly described by the manual.

Engineers can clear a RUBBLE hex and hence convert it to a Rubble hex. This allows units in Travel Mode to use pass through using Road Movement.

So if you have engineers that have the message 'Clearing Rubble' shown in their Unitbox, they are actually clearing RUBBLE, even if it seems like nothing is happening. Once the clearing is finished the hex will be a Rubble hex and the message will disappear. You cannot set an Engineer to clear Rubble, only RUBBLE.

Don't read this out loud and expect it to make sense!
