Hearts and Minds Scenario Issue

You need to move the civilians towards Rendezvous Alpha. 

Don't forget, you need to grab a total of four platoons worth of civilians, the other pair arriving as reinforcements as you use the civil affairs units at Dak Ri Peng (there are two villages hexes your troops need to occupy). 

There should have been two civilians that arrived first, those arrives should have released the boats.
