I should have given my opinion earlier my apologies.

Showing my age here but decades ago I painted thousands of 25mm later 28mm, followed by 15mm and 18mm then 1/300 and 1/2400 miniatures, a very time consuming process but very satisfying pastime, I worked shifts so could paint day and night. but LIGHT is a wonderful tool.

No internet in those days to watch how it should be done !!!. Quite a secretive hobby then.
Paint the figures of the same unit like a production technique, one colour at a time. coat, trousers. boots, packs and flesh etc. Nowadays you can buy jars of WASH which settle in all the folds on the finished figures, essential and wonderful.

28mm is best but very expensive, however if you can achieve a proficient level it becomes a good investment. I got a shock when I sold some early painted figures, games and books on EBAY.
