Victory Hex Error

Hello All, 

I am playing the RS scenario Crushing the Upstarts in PBEM.   Hex 12,44 is reporting as belonging to the Romanians.  

This scenario is between the Japanese and ChiComs.  The is giving the Japanese 50 unearned points. 

Is there a way to fix this hex?  Please advise.
