My opponent wishes to concede in our second game since my victory seems assured. He will still be eligible for the chance to win a free game, correct?  He is not dropping out of the tournament, just felt the game was decided.

In this case, I don't consider this dropping out. You've completed one game and enough of a second game to know the result.
