Still...and "still" is a key here...
If you set an airstrike on a hex that is occupied, and that unit remains in place (I.E., "wall defenders") the airstrike has a fair to middling chance of hitting what you aimed at. Still not perfect, but it does help.

Let's face it...unless you were in a Thunderbolt/Ju-87/Il-2m/Typhoon...pilots HATED ground attack...'cause it's a GREAT way to get shot down. The USAAF even considered awarding kills on air to ground attacks. I don't think it happened, but the "real" pilots were understandably reticent and required some serious motivation to go down into the weeds.
So...in a bizarre sort of way...the game accurately reflects this...
