Kursk play balance

I've played the full battle 5 times now against a non-Blitz player, about the same level as me. All 5 were Axis major wins in as little as 40 turns. The Soviets rout quickly. They disorder at the drop of a hat. The Axis hardly disorder and simply destroy the opposition. In my latest game as Soviets it's turn 40 and I've lost 5000 guns and some 150,000 men.
