Hi Simon,

I think Steel Empire was being developed by a french guy called 'Welk'.

Here is one of his threads about it:

He is still an active member at the Shrapnel site, posting recently. Why don't you contact him at Shrapnel and see if he's still working on it, or what the last version was.

If that doesn't work, let me know as I have the June 2007 version that I guess I could upload. It's 32MB
