I'm Dutch and could give you advice, but does your opponent agree
that you get "advice" from others to improve your skills. otherwise it is at least very close to cheating

Hello Remko,

Maarten has contacted me about getting some assistance from you in our game.

I have no problem in this case with general assistance for several reasons:

1. Maarten is an honorable individual and really wants to improve his game.

2. I have a tremendous amount of respect for Maarten's command of the English language, but I'm certain he would be more confortable and understand more about the game given suggestions and instruction in his native language.

3. Maarten picked this scenario and side and it seems to favor the Axis (which I am playing).

I would suggest that you assist Maarten in this game with some general strategy and tactics specific to the contest at hand.

To specifically tell him where each unit should be placed each turn defeats any learning process and I end up playing against you instead of Maarten, but I am certain you know that.

It's just a game, so I leave the process up to you and your discretion.
