Apart from the begging and pleading, I cannot take any of the credit for this. You can thank Mike and Wyatt. Without their efforts, this wouldn't have happened.
The map editor now has the ability to have 19 levels. It functions the same way as before, but instead of 12 levels to choose from, you have 19.
These additions will eventually make their way into MCS in a future UPDATE.

Given you are no doubt busy with Modern Wars, I assume it would fair to assume 1.05 will not arrive this year? Yes, I can wait. Take your time!

Yes, in theory, it would be with the 1.05 UPDATE.
I'm not sure on a timeline at this rate. Modern Wars: Volume I is taking a lot longer than I anticipated... but certainly worth the effort.

Correct Jason they want they want but not to good at helping out.I for one are not to good for that kind of stuff dare say if i put my mind to it i could work it out but as you've said a LOT of TIME and WORK needed.Members should be grateful their getting anything new.Thanks.

On a more serious note, I remember Huib Versloot has put together a couple of excellent how-to articles on creating maps and scenarios. Do they still exist in this new forum somewhere?

The pdf seems to be corrupt, I can't open it??? Tried a few times :( Could anyone have a look whether it's just me or is the file actually broken?
