Indirect Disables and Passenger glitch?

Guys, this may or may not be a glitch, and it's entirely possible you've already covered this but it seems incorrect to me.
When loaded troops (halftracks/trucks/whatever) get direct fire reductions the 1:2 carrier to "cargo" ratio applies. I.E., a 3 strength halftrack can carry a 6 strength Rifle Platoon. If reduced by fire to a 2 strength, you only have 4 strength Rifle Platoon left, etc., etc.
Except for the indirect disables. I've had ONE strength halftracks (knocked down twice by indirect disables) carrying six strength Rifle Platoons. To be clear on this I'm not debating or trying to start debate over the new indirect disables, we've been there and done that and I'm OK with the new tables. Not thrilled...but OK...:bow:
This is about the carrier/carried unit ratios.
This may or may not be a glitch, it's possible the intent here is to say a disabled carrier is not the same as a destroyed carrier, and I can see the logic behind that. Where I can't follow however is the reduced carriers can continue to carry these overstrength infantry's around the map, turn after turn. It's pretty advantageous to be able to sneak a full strength Rifle Platoon around in a singleton carrier, with no one the wiser?
Not trying to lay down any law here, just asking for open debate or education in the case (entirely likely) that I am simply ignorant.
