What does "a little time" mean in hours and/or days? I had previously gotten the idea that it took so long to lay mines that I never even bothered to try.

I've had them complete one in 2 turns and others take days to build. I also had about 15 engineers building them in 15 different hexes so there was generally one being built every turn after a while. As they are only level 1 so they aren't much more than a speed bump but I just wanted to see if I could do it.
