Stacking limit bug?
It seems the stacking limit doesn't apply when you move a stack that is over the stacking limit into an empty hex. In other words: if a stack is already above the stacking limit, nothing prevents it from moving into an empty hex in its current state.
Example: the 1st Shock Army stack in 398, 87 in Moscow '42 December campaign can move to any of the empty surrounding hexes, even though it's 300 men over the stacking limit.
I can imagine why some "room" for going over the stacking limit might be necessary to allow units that are in a certain hex from drawing replacements that would place them over the stacking limit, but those units then being able to move into another hex is something that could be exploited.

Yes, this is known and not a bug. The issue is with the scenario itself, sometimes the designer (I am guilty of it too) accidentally over stacks a hex. It doesn't sound like much in this case, so all you need to do is move one unit away from the others and you will be able to move the stack.

also happens when reinforcements arrive-they got to stack up somewhere and they stack up on top of each other...when XXX corps arrives in the bulge, along with some of those panzer units, they are stacked high and tight with fresh new units, ready to slog it out in the mud and muck and snow.

Its not really an 'exploit' as the game limits the amount you can fire out of a hex, as well as how much can 'assault' a given hex.
While it may have some limited use in holding an objective, the game is rather long, and you can probably ill afford to have them all stacked in one hex.
If you try moving the stack around, it will move at the speed of the slowest unit, and will never be able to move over/into a hex containing another unit. If the enemy assaults a unit that can only retreat into that stack, then that unit will lose half its troops for failure to retreat since it cant overstack.
Basically its a non-issue. Normandy is probably the most flagrant one for overstacking, and I have never seen a good use out of it.
I have also seen hexes 'overstack' from replacements. But that is usually only by a few guns/men/vehicles.

Hi,
Can you please reconfirm the hex co-ordinates please as that is an empty hex in the December campaign. After a cursory look I couldn't fnd any stack in 1st Shock Army over the 1,500 man stacking limit.
Clarification would help.
