Can broken units spot?

It occurred to me to wonder: Can we see enemy units that are only within the LOS of our broken units?

I can't find anything in the rules on it.

Your opponents units that can only be seen by a broken units are shown with a ? On the counter and cannot be spotted for arty fire at full effect.

However as you can target any hex within range at reduced effect I suppose the fact that the broken unit tells you there is something in the hex means it does spot in an obscure way.
