Stock vs Custom scenario

Just that I don't misunderstand but Stock Scenarios are those that come with the game while Custom Scenarios are those that are user made?
I was just checking some JTS Campaign Leipzig entries and wondered why so many scenarios are listed as "Custom" but came with the game.

I am willing to guess that when everything was transferred from Blitz2 to Blitz3 a month or two ago, somehow the scenario listings were altered.
