I don't know about anybody else, but air recon is almost useless unless you are using fire by map rule. You most likely would use recon to check roads leading into an area you are attacking and spot some units in travel mode, you may use air strikes to hit them. Without that rule, anything you recon most likely cannot be hit by any air or arty unless a ground unit can also spot them. As far as I know, you cannot attack with recon units. Somebody else would know more about it than I.
