OAOW4 missing steam_api.dll ?

Just bought Operational Art of War 4 from Matrix and installed it.  When I try to play, I get an error box saying that a file is missing, steam_api.dll, is missing.  I didn't purchase it through Steam, nor did I register it with them, so I don't know why this is happening.  Anyone?

Have you used the Installer 4.1.0.20?

The installer was 4.1.0.11, but I did update to 4.1.0.21.  Error msg suggests doing a complete reinstall of the game.

AFAIk that had to fail, uninstall and use the new installer 4.1.0.20 that can be downloaded from the Matrix member section, you can't upgrade the old version to 4.1.0.21.

Uninstalled and reinstalled.  It is working now, but I see there are only four scenarios available in the menu, including a tutorial.  Didn't realize I had to get the scenarios separately. How do I get all the ones it shows in the manual pictures?

Use the folder button, the scenarios in the game a roughly separated by topic, WW1, WW2 East Front, etc. so you have to choose a folder and then you can check the scenarios under that topic.
