That was a quick look at AOTR. I haven't gone through all scenarios in the three titles I own.
The common theme here so far seems to be that they all are snow terrain scenarios.
I will look a little deeper but I'm sure I've seen this in ES and RV as well.
Can someone confirm this?

I can confirm this in AOTR (the only one I checked) in the Burtsevo scenario you mention. The trails are not shown in the 2D views but they are in the 3D. Also, the rail line that is shown in the 2D is not shown in the 3D views! I confirmed that though they are not shown they are actually there when you right click on the terrain box.
Nice find, this is a pretty big deal, I hope it is fixed. I had not noticed this before as I always play in 2D, is this a new issue since the last update or has it been there for awhile (hard to imagine I would have missed it when I played heavier...there were occasions I switched to 3D). I have attached two sample screens that show the issue (poor quality, but should be good enough).

The program isn't finding a snow trails, they were never there, 3d works differently, the reason I had made the snow terrain, which is in the folder in the maps folde. Run JSGME, make a mods folder, then put that snow folder into the mods folder, use JSGME to install it.
If you download the forgotten War mod, and fire up a snow scenario, then install the Frozen terrain, you will see everything winter.

No 3D rail files in AoTR for some reason, take them from another title and dump them in the map folder. If you don't have another, email me please.

No problem, I too mostly play in 2D, want to get around to revamping the 3D, but that is another whole deal in itself, don't have the time right now to mess with it, someday.

This still doesn't solve the missing trails in 2D for the three titles I own.
I'm thinking the fix might have to come from higher powers.
My main beef with the 3D portion has always been that it is different than the 2D set.
That's why my mod has 3D that is the same or as close as I can get to the 2D graphics.
At least consistent terrain graphics.
Just a heads up for anyone that uses 3D, In ES the 3DVehicles50 is not consistent with the 100.
Cool new textures for the vehicles. Well done to however did the updated textures.
See attached 3Dvehicles50 fix for ES. Use JSGME to install.
