Delayed Disruption?

Does this only work if its pbem with FOW? I started a solo game (no FOW) with this on and it seems to be that i'm getting to see the results during the turn as they occur?

I very rarely play solo so I'm used to seeing Disruption results during my turn very rarely.

Playing with no FoW is like the old boardgames, you see everything on the map. If you want to play solo, play against the AI with FoW or two player hotseat with FoW for playing both sides and the Delayed Disruption works as in pbem.
