There is a full range of game editors which allow you to do everything EXCEPT create your own map from scratch. Each title is a standalone game with as much Map, OOBs and Scns to cover the period of the game.

You can build your own units or a complete OOB from scratch and play any Scns on the existing maps or you can make your own "Sub map" which is defined within the campaign map area.
