Gumbinnen to Tannenberg

Has anyone noticed in East Prussia '14 v1.02 that scenario 1914_0820_02s: Gumbinnen to Tannenberg begins with the Central Powers with 200 VPs above the major victory threshold and it is an early termination scenario?  The game ends on the first turn.   It was not always this way in earlier versions.   

Is this an oversight.  Any ideas on how the scenario should be revised to have a proper balance.
