France 14 objective point

Hi,
I finish the first scenario Liege and I don't understand the objectives point on the victory dialog.
Normally I would had 2000 victory point.
Instead I have 959 victory point.
Is there a thing that i don't see writing in the manual ?

There are exit hexes to the west, for the Belgians. I believe some of the Belgian units withdrew off map, and that would reduce the German objective points by the amount of points exited.
