I've played that scenario many times.It's very well balanced ,able to win for each side,but using very difference strategies.
Hard to tell on balance. Will readjust after mirror.
Balance difficult to measure. Depends how aggressive the German player is and how passive/terrified the US player is. All in all I'd said balanced, but I can completely understand why others think totally differently.
