It's actually quite hard to judge how balanced the scenario is because it depends on what the players do. I could see it going disastrously wrong for the Russians if they do the wrong thing. In principle the Ukrainians have the heavier metal and the Tunguska can make a big mess in a short time.
I played against a very well organised opponent, who took me completely by surprise with his attack route,this completely unbalanced my defence, and in the subsequent redeployment of my units i was slaughtered piecemeal. Well done Neutral Party.
