Scenario Briefing: General Kreuger's plan of advancing into northern Luzon with five divisions and several additional RCTs could not be carried out. The I Corps had had to reduce its operations into northern Luzon during Februrary, due to the need to use Sixth Army reserve forces in other areas such as Manila and Clark Air Base, and so the advance had ground to a halt. However, by the later part of the month, with Clark Airbase secure and with the Manila operation nearing completion, I Corps resumed its advance into northern Luzon.

The 32nd and 33rd Infantry Divisions would be tasked with the attack into the mountainous terrain to the northeast of San Fabian to capture the key road junction at Baguio, which was an important location for Yamashita's defense of this section of the island. With the 25th Infantry Division and part of the 32nd tied up with the advance on Santa Fe, the rest of I Corps would be having to both advance up the coast and cross the mountainous barrier in several places as well as guard their supply base.

Facing I Corps would be the 58th Independent Mixed Brigade and the 23rd Division which had been hit hard by losses from combat and poor nourishment due to a break down of their supply system due to activity by Filipino guerillas. It would take I Corps until the end of April to take Baguio. This scenario covers the initial advance up into the mountains and the stiff defense that they met at the hands of the Japanese soldiers.
