After their success in France during the Summer 1944 the Allied forces have found their progress slowed to a crawl by the German defenses comprising the Westwall. Now deep in Winter and still on the German border the Allies have decided to wait until the Spring before launching further offensives. However the Germans have other plans: skillfully preparing for a surprise offensive through the Ardennes to recreate their success of 1940. The Luftwaffe have also planned an airstrike against the Allied airbases codenamed Bodenplatte.

If the Germans forgo the Bulge attack it makes their job of holding off the Allies much easier. Allies need to be prepared to take advantage of German panzer withdrawals when they come though.
The way the points are set up for this scenario the Axis player does not have to try to get to get to Antwerp to win. He/she does not have to even try to capture Bastogne or Aachen to win. It is even advantageous to not try the "Wacht am Rhein" operation, therefore preventing casualties and saving your strength for when the Bulge units start being recalled to the Easter Front.
