Late November 1863 found the Army of the Potomac under Gen. Meade concentrated near Culpeper, Va. Opposing them, in defensive positions along the southern banks of the Rapidan River, was Gen. Lee's Army of Northern Virginia. Ruling out a frontal assault against the Rapidan line, Gen. Meade decided to cross the Rapidan at the lower fords, and by prompt movement, turn the Confederates' right flank and compel them to give battle on ground not previously selected or prepared. Success of this movement would allow the Union army to fall on Lee's army before they could concentrate their forces, and thus so cripple them as to render more certain the success of the final struggle.
