Dmitry, when you plot arty on a target hex, all elements in that hex are liable to be hit. The computer does its sums and decides which........in this case it seems your leader had an unlucky day.
Note that if there are multiple targets, all are liable to be hit and therefore suffer loss, or not, as the computer dice roll decides.
