Units definitely go low fuel just once per day, on the midnight turn, and can recover throughout the day.
The first part of the passage is a bit unclear as to what the Refueling Test is that occurs on the midnight turn, although the rest of the passage you quoted from does discuss the results of the failure of the midnight Refueling Test. Overall, it is kind of clear but not specifically stated that the midnight "Refueling Test" is the test for low fuel, while the other turns are a test for recovery from low fuel, until the end anyway. I think the line near the end of the first paragraph defines it that way

where the entire paragraph discusses the midnight Refueling Test, and this states that the midnight test is the one that results in low fuel, based on this quote.
The last 2 paragraphs of the Fuel Supply Problems section cover the recovery portion quite well:

• At the beginning of the next midnight turn another Refueling Test is performed. If the unit passes this test, then the unit is restored to normal fuel status.
• At the beginning of each turn other than the midnight turn, a Refueling Test is performed, but with only a percentage chance of passing compared with a normal Refueling Test. The percentage used is the Refuel Percentage value determined by Parameter Data.
The first test represents the normally scheduled refueling that occurs each day, while the second test represents a refueling which occurs later because of a delay in the normal refueling. The supply test a unit uses to return to normal fuel status is a modified version of the test performed for units Low On Ammo. That is, the modified range test relative to the unit’s HQ is performed to determine if the unit is restored and the HQ unit must not be Out Of Command.
The above qoute is very specific that a low fuel unit can recover throughout the day. I didn't quote the entire passage in my earlier reply but the first line of the quote states that it is for low fuel units recovering, and then point 2 is what I quoted before.
I can set up tests if needed also, but I am sure it works as stated in the user guide, but maybe the quide can be tweaked a bit to make it all as clear as the quote above.
