I think the logic being used here is that in WW2 PzC clearing rubble takes a hell of a long time and that is when the engineers had heavy equipment such as bulldozers, so it follows that WW1 engineers using only shovels and pickaxes would take far longer and within the time frame of the game would not be able to clear rubble? :chin:

But that is just my personal take on this, i have no evidence to go on. ;)
