Even in the course of a massive campaign? I would think that there could be a small chance that an engineer battalion could clear a path through RUBBLE to make it Rubble. (And so regain movement along a road - an important aspect at night.)

Is it not in the engine, or simply not turned on via pdt? (No game handy)

Hmm, well, it depends on what you define as a "massive campaign". A campaign of several hundred turns is a long time, sure, but I don't imagine that you would be clearing rubble in a campaign from start to finish? I just don't see units of men (with maybe some horses to help them) in World War One picking up and moving mounds of rubbled buildings in one week, two weeks or a full month to be honest (maybe a village yes, but not towns and cities) - but it is quite difficult to say, they would normally have construction type units doing nothing but that for many months behind the lines, not combat engineer units clearing out rubble in a day. I just didn't want said engineer units to have heavy earth moving capability which is something that they clearly could not do and, to me at least, it doesn't fit the "feel" of the era. I mean, even if a World War Two engineer did not have bulldozers and the like, they still had trucks and other heavy equipment at their disposal if need be.

Still, I admit it is pushing it the longer the campaign progresses, but you might notice that some of the "rubble" from the early campaign is in fact cleared in the Race to the Sea campaign. ;) So, as long as I keep it reasonable on clearing old rubble from new campaigns then it should be reasonable. Only time will tell I suppose.
