Kharkov Variant 1 campaigns updated

Hi all,

Bayes has pointed out to me that an error regarding global supply values was impacting HQ availability in the variant 1 scenarios. This is the same issue that was seen in Moscow '42 where a value of 100 was in place for boh sides.

All four variant 1 scenarios are updated, with he Soviet global supply set at 70.
