I'm playing 2 games (star operation and initial soviet offensive) with variant 1. If I update variant 1. Modifiy it the games that I'm playing now?

No, it won't update your games (I believe). Changes to a scenario are all set at the beginning. Changes to the order of battle etc does update during scenario play.

If you see differently please let me know.

This change is not big enough to require a restart and will only essentially only stop Soviet HQ's going out of command.
