That seems odd, as it would mean you're essentially not playing the same version of the scenario, as weather is a part of it.

I don't know if Normandy '44 came with a weather.dat file, or if it was added through an alt version.

Not having a weather.dat file doesn't crash the game, you just get randomized weather and no forecasts. I'm guessing older games in the series didn't have one at first.

Panzer Battles has checksum messages to see if the players are using the same files, I'm not sure how that process works in PzC or if it even checks for the weather.dat file.
