General PzC Game Questions

Thanks for the advice on the games Mr. G., I was leaning toward EP`14 and looking at screen shots at the JTS site.

I am curious about the units box insignia flag colors for Imperial Russia in EP`14 being a red-blue-white roundel ? Surely it should be the old black double- head eagle on a yellow/gold field ? Not trying to be snarky here, it seems curious unless I`m missing something....
