Budapest '45 Prelude Balance?

Hi,

I'm in the middle of playing this one as the Axis against one of my regular PBEM opponents. It's actually pretty frustrating because the Axis has little to do but take its lumps. The Hungarian units have virtually no combat power. Consequently the Soviets can easily tear large holes in the Axis lines. The German Panzer divisions are few and far between, and by 1945, the Soviet armored brigades hold their own quite well.

However, I have no idea how the scenario would work against AI.
