In the Skyline Drive scenario in Bulge '44, there is a collection of Nebelwerfer battalions that have no spotters at the beginning of the scenario. I think that all other units of their parent corps are off board to the south. I didn't notice this until the game was in progress. My first opportunity, I attached them to an onboard corps, and they were able to fire away.

Are corps attachments possible before the first game turn of a PzC scenario, even if it is not a night turn?
