Green's calculation makes sense because of the channeling effect of a penetrated obstacle hex versus no cost for the obstacle in the calculation if the obstacle is removed, in game terms, from hex by an engineer unit.
I would say the game is modeling the higher cost in Green's calculation when you consider the ground being more churned up to move a unit through a confined open lane in the hex when the hex is only penetrated instead of taking the additional delay to have engineers clear a wider path or more pathways thorough the obstacles which would then give a unit more pathways through the obstacle hex and decrease the movement points needed. The MP expended also include the time to split up the unit into smaller components as it passes through the hex then to reorganize on the other side into a cohesive unit.
