Rail Movement Cost

Rail Movement Cost
With one of the more recent patches (I'm playing M41) I notice that there are changes to how rail movement works. In particular, it appears that it does not cost 100% of movement allowance to convert to RR mode, allowing the unit to convert and move a few hex (1/3 MA?) in the same turn. This does not seem to be universal however, as some units do use full MA to convert. The latest manual seems to indicate that full MA should be expended to convert. I'd like to understand the algorithm if this is by design. Anyone have some insight?

I pointed this issue in a personal mail to you Mr Saunders including a Stalingrad pbem game file. I think the issue has been fixed in Minsk or Budapest (not sure about the patches).

Well, I guess I got it fixed and then completely forgot it - but yes, it is corrected now and in currect games - it will wait til the other games cycle through the next round in due course.
