I think the system can handle it, but the designers often miss the boat. I haven't played this particular scenario, but modern warfare is very fluid because of high mobility, and fewer boots on the ground, and the TOAW game system is somewhat "sticky", making it hard to move through zones of control, unless "active disengagement" is turned off. Some of the development team members on TOAW III were real modern-war fanatics, and I think they got most of what they wanted in the new game engine, especially in terms of aircraft performance modifications, anti-air missiles, etc. Again, TOAW III hasn't been in designers' hands long enough to see a lot of new developments, but I think the potential is there.
