I'd suggest trying the free versions out 1st to see which one you like better. That way if you decide they aren't for you, you are not out all of that money! ;)

the cd version only gives more game slots (but the other player need the cd version too or else you are limited to 0-4) and some "shooting rules" that allow you to set up ambushes and such better. All in all, go with free until you become hard core.

They are both great, Which one you prefer really boils down to whether you are more interested in modern combat or WWII combat. They play the same, though there are differences due to the equipment (sighting, range, accuracy of equipment generally improved in WinSPMBT...so tactics need to be tweaked a bit)
sorry, I miss read your post. It all depends on what you are looking for but both have their +/-, but since they are free you can't complain too loudly (ahem).
