Is that being worked on now or pretty much put on the back burner to work on something else?
Well, yes, where the "something else" is working on the base game.
Seriously, we have another 50+ post-Tet scenarios (including many scenarios on the "Laos Secret War") already crafted but to be withheld from the initial CSVN 1.0 release. Why withheld? It's because they have not been adapted to the CSEE/SAI, there is no meaningful (or at all) .lua file created for them yet. Writing scenario CSEE/SAI .lua files is the most time consuming part of the full scenario creation process.
The CSVN game is already quite delayed. Rather than hold back another year (beyond the 50, we plan another 50 or so scenarios for the later DLC, i.e., 100 DLC scenarios on top of the 100+ scenarios in the base game, thus 200+ in all), we have to draw the line at some point. So we (and our publisher, Slitherine) decided to release the game sooner rather than later. Therefore, no post-Tet ("And Beyond") scenarios in the initial release.
Note that especially since the CSEE/SAI is so new, scripting the .lua files is an ongoing learning experience. Lessons still to be learned in scripting the ~100 DLC .lua files will be retroactively applied to revise the initial 100+ scenarios in the .lua file collection, making them even better.
Just like a game is never finished to anyone's satisfaction; there will always be wish list, new feature bells & whistles to be added, bugs to be fixed, etc.; the CSEE/SAI files will never be perfected. There will always be room for improvement (and alas, bug fixes).
The Campaign Series being a "living game" and all that.
